MINORITIES KEY TO EU, SAYS COOK: British Foreign Secretary Robin Cook said the way Estonia tackles the issue of protecting the rights of ethnic minorities is the key to its accession to the European Union. Cook told the Estonian daily Postimees Aug. 28 that he hopes the Baltic country will soon implement the measures recommended by the OSCE High Commissioner Max van der Stoel to speed up the naturalization of Russian-speakers.
