Ministry may let prisoners walk

TALLINN - A drive to reduce the number of prison inmates could see up to 500 prisoners released by the end of 1998.The prisoners would be released as part of a Justice Ministry plan to adopt a more lenient penal policy of reducing prison sentences and introducing other forms of punishment. The ministry has said the number of prison inmates in Estonia should not exceed 2,000. The number at the beginning of August stood at 4,600.
