RIGA - Latvian authorities are taking precautionary measures in case of an oil spill at the Butinge oil terminal in Lithuania, according to Environmental State Minister Indulis Emsis."Latvia is currently developing a national plan for the elimination of oil spillage," Emsis informed reporters at a press conference Aug. 19.So far, the ministry has spent $3 million in preparation against a possible accident.
