RIGA - Latvian President Guntis Ulmanis said the Russian government made a mistake when it chose not to participate in NATO's 50th birthday bash in Washington last month and argued that security interests of all European states, including Russia, would be best served by closer cooperation between Moscow and Brussels.Ulmanis, speaking at the Prague headquarters of Radio Free Europe, also said all three Baltic countries should be considered for NATO membership together.
