TALLINN - The second time around, Prime Minister Mart Laar may be more experienced and mature but many observers are criticizing him for being so adult-like he is putting them to sleep.Laar's government, a coalition made up of the Moderates, Reform Party and Pro-Patria Union, was sworn in on March 18, with a 53 seat majority in Parliament.
