Western Latvians could be key to referendum

RIGA – Latvian politics can be full of ironies, curiosities and contradictions. Sifting through the legislative, cultural and psychological debris of half a decade of Soviet subjugation will do that to a country.Today, as it prepares for what could be the first ever public referendum in its history, Latvians are seeing one of those grand ironies up close.
