Baltic-American pact will fund 'habits of the heart'

RIGA – U.S. Ambassador Harriet C. Babbitt said July 17 that a charitable partnership between the United States and the Baltic countries will promote democratic ideals from 19th century America to complement current democratic legislation. The Baltic-American Partnership Fund (BAPF), servicing a Baltic-American pact signed in January, will, in a matter of months, back the ideals with hard cash for non-governmental organizations (NGOs) promoting economic and democratic reforms.
