The early morning blast broke eleven windows of the state building.
Police reached the building on Riga's street almost immediately. The State Police informed LETA news agency that they suspect hooliganism, but do not yet know what materials were used to set off the explosion.
Police also said that it may have been a work of a former employer or someone acting against the agency.
A criminal process has begun, and police are still on the scene.
