RIGA — Latvian citizens will go to the polls Nov. 13 to vote on amendments to the pension law, though many, including those in Parliament, are unsure what effect the vote will have.Parliament passed a softer set of amendments Nov. 4 that drew approval from some union heads and leave amendments passed Aug. 5 among a flurry of budget cuts and Saturday's vote in question.The referendum stems from pension cuts proposed by the governing coalition last August soon after the formation of a new government and in the wake of an increasing budget deficit.
