Teachers need more time to learn Latvian

RIGA – If one goes strictly by statistics, just 3 percent of Russian school teachers face termination for not being able to speak Latvian.According to figures from the Education and Science Ministry, just 443 of the 14,146 teachers in Russian and other non-Latvian schools cannot comply with the 1996 directive that requires all teachers to pass a Latvian test by Sept. 1, 1998.But rarely do raw numbers tell the whole story.
