Cutting red tape may loosen purse strings

VILNIUS - It is better to give than to receive, so the old adage goes. But some Lithuanians claim the joy of philanthropy is often muffled by current state bureaucracy and regulations. In a Nov. 19 conference, people from a variety of sectors discussed what it would take to convert philanthropy from an exception to a tradition in Lithuania.
