Council of Europe: Latvia still has integrating to do

STRASBOURG (BNS) – Latvia should not expect to be freed from Council of Europe monitoring until it ratifies a convention on protection of ethnic minorities that it signed four years ago, said Terry Davis, a British representative to the council."This framework was signed four years ago.
