TALLINN – Foreign Minister Toomas Ilves failed to mention Estonia's relations with Russia and the Organization for Security and Cooperation in Europe during his biannual foreign policy presentation to Parliament Nov. 25, but lawmakers questioned him on both in a discussion that was cut short after three hours of debate.
