RIGA - After decades of neglect, Latvia's capital city regained its historical center Dec. 9 when more than 1,000 Rigans packed the reconstructed Town Hall Square to see Latvian religious leaders consecrate the medieval plaza that politicians hope will be a symbol of Riga for the 21st century."Riga has developed a lot, but it didn't have any bright accents.
