Let the talks begin: Latvia, Lithuania to open EU negotiations

HELSINKI - Government officials from Latvia, Lithuania and four other countries went to Helsinki last week knowing they would someday be asked to join the European Union.The question now is when.EU officials offered a hearty invitation Dec. 11 to Latvia, Lithuania, Slovakia, Bulgaria, Rumania and Malta to join a half-dozen other mostly former Soviet and Eastern bloc countries, including Estonia, that will join the 15-member trading bloc sometime after 2002.But they stopped short at setting a firm date or even a tentative pace for negotiations, stressing each country would be treated equally...
