The images of Georgian President Mikhail Saakashvili washing his face in the Black Sea in 2004 after the liberation of Adjara from the tyrant Aslan Abashidze were as iconic as the Rose Revolution of 2003. Saakashvili subsequently entrusted leadership of the region to Levan Varshalomidze, whose task of reforming the backward regional economy was daunting.
