NAME A DATE: Guenter Verheugen, the European Union's nominated enlargement commissioner, said Sept. 1 he favors setting a target date for the bloc's eastward expansion. Appearing before European Parliament confirmation hearings, he would not however name a specific date until he has studied the progress of talks under way between the EU and five former East bloc countries, including Estonia, plus Cyprus.
