Water conflict pours oil on political fire

TALLINN - A political struggle centered around water prices has brought the Tallinn municipality into conflict with international investors and the national government. The European Bank for Reconstruction and Development criticized the Tallinn City Council's decision to lower consumer water prices, saying that it contradicts a 1994 loan agreement between the city and Tallinna Vesi, the local water utility.
