RIGA - Latvia climbed 13 positions for the better this year in an international corruption poll, tying for 58th place - out of 99 places - with Belarus, China, Mexico and Senegal. Last year the country ranked 71 on a scale of 85.The 1999 Transparency International Corruption Perceptions Index, CPI, which ranks countries by the amount of corruption that is perceived to exist among its public officials and politicians, was released on Oct. 26, marking the second year that Latvia was included in this index.Estonia, which ranked 26th in 1998, dropped one position this year; Lithuania, included ...
