Good grades, high hopes for Latvia

RIGA - A half dozen European countries have reason to celebrate last week's news from Brussels, where the European Commission said it is ready to open negotiations with six new candidates, including Latvia and Lithuania.Latvians, however, may be wearing the biggest smiles of all. The commission, the EU's executive arm, ranked Latvia, along with Malta, as one of the best prepared candidates in the second wave of applicants that also includes Lithuania, Slovakia, Rumania and Bulgaria.
