Shipping industry in the clear

TALLINN - The shipping industry breathed a sigh of relief last week when an international federation decided Estonia would not be declared a flag of convenience country. The fair competition panel of the International Transport Workers Federation ruled instead that ships sailing under the Estonian flag could be given the flag of convenience, or Foc, status if they were found to be substandard.
