Lithuania to develop transit control algorithm after Russian jumps off Kaliningrad train

VILNIUS - An integrated transit control algorithm for Kaliningrad will be developed after a Russian citizen jumped off an Adler-Kaliningrad transit train in Lithuania in June, Lithuania's Interior Ministry said on Monday.

The algorithm will be approved by the interior minister's order to ensure coordination between the services.

In addition, an analysis of the feasibility of technical measures will be carried out to identify the places where their use would be most effective and to prepare proposals for their introduction or upgrade.

"In order to effectively secure the Special Kaliningrad Transit Program, we need to take a comprehensive approach ranging from the deployment of additional technical security measures to a unified and integrated response by the responsible authorities following a common algorithm. Our services must receive and exchange information in a timely manner and act in a coordinated manner to manage risks properly. In the current security situation, incidents cannot be allowed to happen again," Interior Minister Vladislav Kondratovic said.

Following the incident in June, an inter-institutional working group set up by his order presented comprehensive proposals to improve the control of train transit in Kaliningrad and to apply additional security measures.

It is also necessary to review the funding needed for transit control, the ministry said, adding that funding could come from both national and EU financial instruments. Also, the possibilities provided by the new EU funding period could be considered to redirect funding towards the implementation of security measures.

As BNS reported earlier, Danil Mukhametov, a Russian citizen born in 2004, jumped off an Adler-Kaliningrad transit train on June 17. According to the police, when the train was about 25 minutes away from the Kybartai railway station, an attendant noticed an open train door the man could use to jump off the train.

The Russian national is still wanted by the Lithuanian police and foreign partners have also been informed of this incident.

The Kaliningrad transit is carried out in accordance with the existing agreement between the European Union and Russia and the obligations defined therein.

Officers of Lithuania' State Border Guard Service at border checkpoints check the documents of Russian passengers traveling under the facilitated transit regime. This ensures that no unchecked or absconding persons enter the country and that all persons traveling on the train are checked in accordance with the requirements of the Schengen Borders Code.

Russian citizens intending to transit through Lithuania must not pose a threat to national security, must not be on a wanted list, and must have valid and appropriate documents, visas or a special permit for transit.

The passenger list is obtained in advance from the Ministry of Foreign Affairs and the risk assessment starts before the passengers arrive by train.
