Lithuania sends Russia 2nd protest note this week over its war in Ukraine

VILNIUS - The Lithuanian Foreign Ministry on Friday handed Russia's embassy its second protest note this week over the Kremlin's ongoing war in Ukraine.

"On November 19 alone, at least 28 civilians, including three children, were killed and nearly 100 were injured when Russian missiles struck apartment buildings in Ternopil. A large-scale attack by Russian forces on this and many other regions caused further civilian casualties, damaging homes and critical infrastructure," the ministry said in a statement on Friday.

According to the ministry, residential buildings and energy facilities destroyed or damaged by Russia's military forces once again show that Ukraine's civilian infrastructure remains "the primary target of Russia's criminal attacks."

The note also reiterates that Lithuania will continue to demand that Russia immediately end its aggression against Ukraine, withdraw all occupying forces from Ukraine's internationally recognized territory, and compensate Ukraine in full for the damage caused by Russia's aggression.

Lithuania's protest note came as US media reported on a 28-point US peace plan for Ukraine. The reports said the plan would require Ukraine to make territorial and security concessions to Russia, ease sanctions on Moscow and restore the Group of Eight (G8) by bringing Russia back into the format.

The White House denied that it had prepared the plan with Moscow, saying that its envoy Steve Witkoff and Secretary of State Marco Rubio had been "quietly" working with both Ukraine and Russia.

EU leaders, meanwhile, say they have not been briefed on the plan.

As reported by BNS, Lithuania has issued a number of protest notes to Russia since the start of its full-scale invasion of Ukraine and has been doing so more frequently in recent months.
