Sitting here in the faraway Baltics it is difficult to gauge just how "disastrous" the pivotal EU summit in Brussels was. Listening to some diplomats, it would seem that European integration has run into a steel wall, that the future is less rosy than it appeared last April in Greece during the historic expansion summit. But if you listen closely, you can also hear voices of optimism claiming that the impasse on adopting a European constitution is temporary and in a year or two everything will be sorted out.
