On Jan. 17 this year, it was decided to add to Article 15, entitled Centralized Procurement with Parts 4, 5, 6, and Parts 5 and 6 which will come into force Jan. 1, 2014. Whereas Part 4. Activity of a central purchasing organization, which implements central purchasing functions in the exercise of a legal person or the owner rights and obligations, is financed from the budget from the body of a State or local government budget allocation and (or) other funds.
