The local government election which was held in Latvia this spring was, in Riga, less of a competition among candidate lists for the City Council and more of a competition among mayoral candidates.  Latvia’s poster child for nepotism, Ainars Slesers, in particular tried to create the impression that people were voting for him, not his party.It’s starting to appear now that next year’s parliamentary election, which is due in October 2010, may shape up the same way.  Four parties have so far announced their candidates for prime minister, and in all four cases...
