The local government election which was held in Latvia this spring was, in Riga, less of a competition among candidate lists for the City Council and more of a competition among mayoral candidates. Latvia’s poster child for nepotism, Ainars Slesers, in particular tried to create the impression that people were voting for him, not his party.
