Why is unemployment in Latvia higher than the other Baltic States?

In December, Latvia registered the 6th highest unemployment level in the EU at 9.8 per cent. Even though this Eurostat data is not encouraging, it is still an improvement from the highs it experienced at the beginning of the global financial crisis, and follows a stagnating trend. The Baltic countries were at the top of the unemployment struggle a few years ago, but now southern European countries such as Portugal (10.2 per cent), Croatia, (11.4 per cent), Italy (12 per cent), Cyprus (14.3 per cent) and Spain (18.4 per cent) endure higher unemployment rates.
