Higher education in Estonia has gone through many great changes over the last 20 years. During the second half of the 1990s, higher education moved towards the wider population — the numbers of both the institutions offering higher education and the students attending them have risen. Private universities and institutions offering higher vocational education were the main force behind the growing numbers.
