I write on May 8, which means that less than a month remains until Latvia's local government election, which is on June 3.  The first thing to say is that turnout will probably be fairly dismal.  After the kind of spring that we've been having, if there is nice weather on June 3, people will be at the beach, at their country homes, etc.  Unlike in parliamentary elections, where one can vote at any precinct in the land, the local government election requires one to vote in one's specific territorial unit, and one is even assigned a specific polling place at which t...
