RIGA - On the day that I am writing this commentary, it has been 50 days since we have had an actual Cabinet of Ministers here in Latvia. What we do have is a so-called “technical government” in the sense that the outgoing ministers are still plugging away at their jobs pending the approval of a new Cabinet of Ministers.
