RIGA - On the day that I am writing this commentary, it has been 50 days since we have had an actual Cabinet of Ministers here in Latvia.  What we do have is a so-called “technical government” in the sense that the outgoing ministers are still plugging away at their jobs pending the approval of a new Cabinet of Ministers. When might that happen?  Well, current thinking in the political class is that Parliament might get around to approving the Cabinet on Feb. 11.  That will be 66 days since the resignation of Prime Minister Laimdota Straujuma.&n...
