TALLINN - Estonia's decision to join the European Union may not only continue the so-called alcohol tourism favored by foreign travelers, particularly Finns, but also begin a new phenomenon: drug tourism. When Estonia becomes a member of the EU next May, tourists in Estonia will be allowed not only to bring home large amounts of cheap alcohol but also discount drugs as well due to several drugs.
