In January of this year Estonia joined ten other member states of theCouncil of Europe in signing an additional protocol to the Convention onCybercrime that expanded the accord to cover offenses of racist orxenophobic propaganda. Latvia and Lithuania have yet to add their names tothis part of the cybercrime convention ­ in fact, the former has yet to signthe main document.
