"To join or not to join" the U.S.-led coalition in the occupation of Iraq ­this is a question that seems not to have been thought over properly in theBaltic states. The Lithuanian as well as Latvian and Estonian governmentssanctioned the sending of their national troops to Iraq with virtually nodebates either in the government or in public in what they meant to be agesture of loyalty to the United States.
