Lithuania made two mistakes in the negotiations with Williams. It was not wise to negotiate only with Williams with other solid oil companies in the West. Competition among them over Mazeikiu Nafta could have produced a better deal for Lithuania.Obviously there was no open tender. Lithuania was afraid that Russia's LUKoil would win, and hardly anyone wanted the influence of Russia here. However, it was fatuous to have no other gods in the West except Williams.Another mistake was the secrecy surrounding the negotiations. Public control would have made this deal more fair.
