Amending EU constitution

HELSINKI - Finnish Prime Minister Matti Vanhanen and his Danish counterpart Anders Fogh Rasmussen said on Aug. 18 that they would strive to change the draft EU constitution at an upcoming intergovernmental conference in Rome.The new treaty aims to streamline the bloc's institutions and prevent decision-making gridlock when the EU expands from 15 members to 25 members next May."We have some problems with the institutional questions: the question of the permanent chairmanship of the European Council, the role of the European Council as an EU institution," Vanhanen said at a joint press event ...
