Time for Russia to apologize

In late May, a Russian legislator submitted a complaint to the NATO Parliamentary Assembly dealing with the alleged wrongs perpetrated against ethnic Russians living in Latvia and Estonia. The complaint was received by the assembly's Committee on the Civil Dimension of Security, which will reportedly now send a delegation to the Baltic states to investigate and report on the condition of Russians in those two countries.
