VILNIUSThe Lithuanian government approved on April 11 new transit rules for Russian citizens traveling to and from the Kaliningrad enclave for the 2003 - 2006 period, resolving to hire extra personnel to smooth their implementation.The government's information bureau said 71 extra staff would be hired, including 22 in a new department to deal with the new transit arrangements - the division of facilitated travel documents - in the Foreign Ministry and 49 in embassies and consulates in Russia and other countries.According to the new rules, a decision on issuing the travel documents will be m...
