RIGABaltic leaders are in Athens this week for the historic signing of European Union membership agreements during a summit that will inevitably turn to the war in Iraq.Top government officials from all 15 EU members and each of the 10 candidate countries expected to join the bloc next year were this week in Athens, the present home of the rotating EU presidency.The candidates, including Estonia, Latvia and Lithuania, will not officially join until May 2004.
