RIGA - A nod of approval from the International Monetary Fund and some rising economic indicators had the Finance Ministry wiping its brow last week while unveiling the draft 2000 budget.Restrained spending and renewed faith from international creditors will help Latvia pull itself from this year's economic slump, according to finance officials.The draft 2000 budget, which will be introduced to Parliament Oct. 1, will leave a fiscal deficit of nearly 80 million lats ($137.9 million).
