Having arrived in Riga in the days before Latvia regained its sovereignty, Rikke Helms headed the Danish Cultural Institute in Riga for 12 years. The position gave Helms a unique perspective on the transformation of the Baltic nations, though now she is leaving her beloved Riga to establish a new branch of the institute St. Petersburg.
