ALPINE BARRIER: The European Union failed Nov. 10 to persuade Austria to allow the start of negotiations on transport with the six countries including Estonia negotiating membership. An EU diplomat said Austria, which is concerned about the environmental effect of eastern lorries on its sensitive Alpine roads, dug in against opening the talks at a meeting of the 15-nation bloc's ambassadors.
