RIGA - The head of the insurance service department at the welfare office in Valka is behind bars after a pregnant close relative received an exceptionally generous maternity benefit.The mother to be, identified by police only as Svetlana S., received 26,250 lats ($45,250) in maternity benefits this February, more than enough to buy a house and car, and still have money left over.
