Everyone from the World Bank to the man on the street will tell you Latvia's got a corruption problem. It does. And the reason is simple: nobody even knows what corruption is.Take the sham interview with NATO Secretary General Javier Solana that ran in the Respublika newspaper last week. One: it was passed off as an exclusive interview when it wasn't an interview at all. Two: the reporter who compiled it is also the spokesman for the Latvia's Way Party.
