VILNIUS - Two days before passing a law that requires more money for the Lithuanian military, the Parliament unanimously adopted a memorandum addressed to all NATO members that states Lithuania was never a part of the Soviet Union.The resolution notes that the Kremlin twice officially recognized the independence of Lithuania - in 1920, during the early days of the Soviet Union, and in 1991, just before the breakup of the U.S.S.R.
