TALLINN - The Center Party and the Country People's Party have signed a memorandum that will see them cooperating both before and after the elections. The memorandum, signed by party leaders Jan. 14, means the two parties will consult on points of common policy, abstain from openly attacking one another and consider forming a coalition government together after the March elections.
