TALLINN - Although Estonia has been successful in the post-Soviet era, an alarming division of haves and have-nots is being created in the country, according to the authors of a United Nations report.In this year's United Nations Human Development report, released Dec. 10, authors noted that some groups in Estonia are not benefitting from economic prosperity.
