It was encouraging to hear Estonian and Russian representatives call last week's meeting an amicable one. Sadly, it is tiresome and troubling that Russia continues to declare it will tie any cooperation between Tallinn and Moscow to the treatment of Estonia's ethnic Russian minority.This newspaper has taken a firm stand in support of integrating the Russians in Estonia and Latvia and against nationalistic demagogues who would take these countries down the road of ethnic discrimination and political ruin.
