RIGA - Poverty in Latvia is meted out in superlatives and described in extremes of deprivation. A study by the United Nations Development Program, in partnership with the Ministry of Welfare, has shown the following people run the greatest risk of living in poverty: young breadwinners, breadwinners with little education, large families with the most children, unemployed people nearest retirement age and breadwinners with the lowest pay.
