Asking the world to recognize Latvia's occupation and help it shake off its painful past should not offend anyone, especially Russia. Increased Western aid would be welcome to help Latvia recover from 50 years of Soviet suppression. Schools could use help training teachers in Latvian, hospitals need immunizations, the Welfare Ministry needs dollars and ECUs earmarked for social programs.Sadly, appeals of this sort are often spoiled by shady references to removing Latvia's ethnic Russian population. At the close of the 20th century, this is a highly offensive idea to all civilized people.L...
