Parliament sinks election bill again: Delay could affect organization of 1999 elections

TALLINN - A bill to enable thousands of people currently excluded from voting in the country's elections to have their say has again been rejected by Parliament. Estonia's electoral committee has now expressed concern about the shortcomings of the present outdated bill, which they say will affect the organization of the March 1999 elections. The electoral law bill was rejected for a third time Oct. 13, by the Parliament's Russian deputies.
